Assistant Director of Administration

Duties: Assists the County Executive and the Director of Administration in the operations and strategic planning of the County’s departments as it relates to budget planning, fiscal and resource planning/administration, human resources utilization, policy administration and coordination. Performs administrative duties and exercises general supervision over the departments and agencies of the Executive Branch as the County Executive and/or Director of Administration may direct. Assignments are at times difficult in nature and carried out in accordance with broad policy guidelines, general goals and objectives, and applicable legal standards or regulations.

Essential Functions:  Prepares reports, documents and correspondence; works closely with the Director of Administration and the Director of Finance regarding budget and fiscal issues by assisting in the preparation of the County budgets. Assists in coordination of the County Capital Budgets, Operational Budgets and Salary Budgets preparation; responds to telephone calls and office visits from the public, Department Heads and County Employees; studies the organization, methods and procedures of each Department of the County Government and submits periodic reports regarding their efficiency and economy to the County Executive and/or the Director of Administration; attends conferences and meetings as designated by the County Executive and/or the Director of Administration; wide ranging knowledge of personnel (to include labor relations and contract negotiations); serves on various committees as designated by the County Executive and/or the Director of Administration.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:    Must have excellent communication and interpersonal skills with a high degree of professionalism and competence in dealing with a variety of individuals/departments in settings ranging from highly structured to moderately unstructured where persons contacted may be skeptical, argumentative or uncooperative; wide range of knowledge of the County Charter, Code and the Personnel Manual; ability to develop, organize and accomplish goals; ability to analyze/evaluate data and make appropriate decisions/recommendations; prepares and analyzes operating budgets and compilation of same; effective problem solving skills; total accountability, i.e., decisions made independently and/or on the advice of the County Executive and/or the Director of Administration; required knowledge of County Government operations and the relationships of various County Departments and Agencies including Economic Development and works closely with the County Council at times; knowledge of the principles and practices of public administration.
